Maribor, 13 March - Franc Kangler, the Mayor of Slovenia's second largest city Maribor, criticised in an open letter to Prime Minister Borut Pahor some of his staffing decisions and expressed concern about Slovenia's south-eastern region. He said its people were becoming second rate citizens.
