Ljubljana, 16 November - The resolution of a long-standing bank dispute between Slovenia and Croatia appears to have hit a stumbling block after it was reported that the Basel-based Bank for International Settlements (BIS) refuses to act as go-between, prompting speculation that the painstakingly achieved accord is dead in the water.
