Ljubljana, 28 December - The National Council of Organisations for the Disabled (NSIOS) has failed to collect enough signatures for a referendum on amendments to the lottery act which strip representatives of disabled persons of their majority in the council of the Foundation for Financing Humanitarian and Disabled Organisations (FIHO).
