Ljubljana, 22 November - In the run-up to the extraordinary summit dedicated to the EU budget, the bloc has managed to put at odds everyone involved: the Commission with the Parliament, indebted southern members with their northern counterparts, and most of the small members dependent on cohesion funds, the daily Delo says on Thursday.
