Ljubljana, 24 April - The draft national reform programme, a document that Slovenia needs to send to Brussels by 9 May, remains confidential but unofficial information trickling into public suggests the planned measures include a rise in VAT, and possibly also the introduction of real estate tax and a cut in the number of municipalities.
