Hamburg, 28 June - Europe needs a leader, but this role can not and must not be assumed by Germany, because the burden of WWII is still too great, former Chancellor of West Germany Helmut Schmidt has told the STA. He also spoke of Germany's ballooning balance of payment surplus, saying the country "violates international principles of external trade balance".
