Ljubljana, 10 September - The plan of Interior Minister Gregor Virant to halve the number of municipalities is not likely to be implemented soon. This is a very demanding process, legal expert Miro Cerar told the STA on Tuesday. Given that a referendum must be held to establish a municipality, abolishing them also requires referenda, he said.
