Maribor, 9 May - Unemployment is a structural problem and not the problem of individuals, which is why employment programmes that fail to consider this, encouraging 120,000 people to write applications for 800 available jobs, are ineffective, a debate organised by NGO Pekarna Magdalenske mreže highlighted late on Thursday.
