Despite difficulties caused by incomplete crime policies, poor cooperation between various institutions at the national level, harmonizing the law-enforcement service with the new legislation, unfinished legislative procedures and the amount of budget funds accorded for the field, the police managed through preventive and repressive measures to curb the increase of offenses, severe criminal acts, traffic accidents and the spreading of organized crime, Borut Likar, State Secretary at the Ministry of Internal Affairs, presenting the Ministry's 1995 annual report, told a news conference Thursday
