Klagenfurt, 3 October - The Carinthian plebiscite defined the border between Austria and the Kingdom of Serbs, Croats and Slovenes in 1920 and left a sizeable Slovenian minority in Carinthia. 95 years on, Carinthian Governor Peter Kaiser has a positive outlook on relations within Carinthia - and with Slovenia.
