Delo says debate on water took unexpected turn

Ljubljana, 27 October - The daily Delo says in Thursday's commentary that the debate on the inclusion of the right to drinking water into the Constitution took an unexpected turn recently. While in the summer it seemed that the constitutional amendment is a done deal, now the proposal seems to have opened an unexpected dilemma.
