Ljubljana, 22 December - The Slovenian and Croatian prime ministers failed to make headway in efforts to resolve the border dispute as they met in Zagreb. European Commission First Vice-President Frans Timmermans, the mediator in the dispute, highlighted the need to prevent any incidents as the 29 December deadline nears for the implementation of the arbitration award.
