Ljubljana, 29 September - Bill Richardson, the U.S. ambassador to the United Nations Organization, made a huge favour to the UN and indirectly to the U.S. two months ago by launching in public the American idea of the Security Council reform. After three years of cabinet talks on the reform he thus not only spurred a debate between UN members but also, willingly or not, blunted the criticism concerning the United States' failure to make regular payments to the UN budget, daily Delo writes on Monday.
