Primorske Novice says budgeting an issue because of lack of reforms

Koper, 23 November - The daily paper Primorske Novice acknowledges in Thursday's commentary the many confines that the government has in drawing up and revising annual budgets, but it also argues that areas where the government's arms seem tied up are the very ones that need reform.
