Dnevnik says Velenje story a lesson on energy efficiency

Ljubljana, 2 February - The newspaper Dnevnik says in Friday's commentary that by offering subsidies to reduce heating costs for the citizens living in energy inefficient apartments the Velenje municipality is tackling the problem at the wrong end.
