"Doctors issue 4.7 million referrals last year": There is a health reform going on, but no one talks about it out loud: the scope of health services is being reduced due to a transition to the EU's 40+8 working time system for doctors, while some less urgent referrals might turn to nothing due to the strike and government decree on the scope of work doctors must perform.
