Ljubljana, 6 July - Despite a strong diplomatic offensive U.S. special envoy Richard Holbrooke failed to reach a ceasefire or a new beginning of negotiations but did show utter chaos in the Albanian political scene and pointed out the Kosovo Liberation Army (KLA), which took the initiative among Kosovo Albanians with armed action and will not hear about the ceasefire, says Delo.
