Ljubljana, 7 July - In the second attempt to bring trouble-ridden Montenegro under control - the first being a notorious anti-terrorism law which has been temporarily repealed - Slobodan Milosevic has gained power to be re-elected and consequently to reign supreme. The changes to the constitution adopted yesterday allow for a centralised country rather than a federal one, thus allowing Milosevic absolute power, the daily Delo comments on the latest constitutional changes in Yugoslavia.
