Ljubljana, 13 July - The parliamentary commission for the electoral system and constitutional amendments garnered on Thursday a two-thirds majority to back a proposition filed by a group of 28 MPs to change Article 80 of the Constitution so as to write proportional representation down in the Constitution. The consensus was reached after two meetings between representatives of the parliamentary factions and the head of the commission and the speaker of the parliament, Janez Podobnik (SLS+SKD). It was clear at the meetings that the other proposal - submitted by the government last Thursday - to change the Constitution and hold a referendum on the electoral system would not get a two-thirds majority in Parliament, Podobnik explained.
