Ljubljana, 11 February - Even if it is true that EU enlargement is hostage to national interests to the biggest net payers and receivers of the Brussels money, it has to be clear to the EU candidate countries with harsh criticism of the EU financial strategy that the proposals of Commissioner Guenter Verheugen are perhaps the most they can get in the negotiations finish. This especially goes for Slovenia, Cyprus and Malta, the countries that according to Brussels' semi-public hints are soon to pay more in the EU budget than receive from it, writes Monday's Delo.
