Two-Chamber System Boosts Democracy, European Senate Presidents Say

Ljubljana, 28 June - Bicaremalism appears to be a mechanism uniting the principles of a majority with diversity in all areas, and is a kind of a counter-balance to the effects of globalisation, President of the French Senate Christian Poncelet told a meeting of the Association of European Senates, which is being held in Ljubljana on Friday. Poncelet added that in the countries with a one-chamber system there is a greater risk that the interest of minorities could be marginalised.
