The letter from the Slovenian foreign minister, Dr. Dimitrij Rupel to the minister of foreign affair of Germany, Mr. Hans Dietrich Gensher.

Ljubljana, 22 August - In his letter to Mr. Genscher, Dr. Rupel illustrates in detail his idea of using the CSCE model as means for resolving Yugoslav crisis. "With this proposal", writes Rupel, "we wish to create a kind of mini, or Yugoslav CSCE as a global framework for political dialog, reaching of common points of view and overcoming conflicts between the parties involved in Yugoslav crisis."
