Rupel and Fischer: Two-Tier Europe Only the Last Resort

Brdo pri Kranju, 3 February - A two-tier Europe is in no way an optimal scenario, but only the last resort in the case of failed talks on the European constitution, the Slovenian and German foreign ministers told a panel on the EU's development in the aftermath of the failed IGC on the constitutional treaty last December.
