Ljubljana, 17 October - DELO: A question of time - The question which numerous brokers in the Yugoslav crisis are repeatedly confronted with is not how to prevent the dissolution of Yugoslavia, but rather how to guarantee that the dissolution is an orderly and controlled process. Apparently this is the goal of the latest interventions of both the superforces, be it in the UN-sponsored mediating role of the former US Secretary of State, Mr. Vance, or in the intervention of the Soviet President Gorbachov. This new level of quality is due to the fact, that has long been swept under the carpet by the foreign politics at large: the federal authorities have either dissolved or were emulgated by the Serbian coalition. The stabilization of the whole Balkans area can thus not be achieved by stabilizing all of Yugoslavia at once. As a practical solution for the stabilization of the whole area one is now confronted with the partial stabilization of its constitutive parts, thus the republics, writes Mr. Marjan Sedmak.
