A plan for extrication and withdrawal of YA troops from Croatia

Zagreb, 28 October - The Federal Secretariat for National Defense sent president Tudjman a proposal for the extrication and withdrawal of YA troops from Croatia, which demands, firstly, a cease-fire. The Croatians should then de-blockade the YA formations on its territory, after which the YA would stop its siege of Dubrovnik. The plan assumes the presence of the European monitoring mission. The Croatians responded that the YA must first withdraw all the units which they have brought in from other Yugoslav republics, after which they propose the formation of three-party commission, and then the reinstitution of all road railway and PTT traffic. When these conditions are met, they will de-blockade the YA's military installations and allow them to withdraw.
