Ljubljana, 3 May - Parties to the Nuclear Non-Proliferation Treaty (NPT) review and upgrade the treaty every five years, yet its basic goal of complete nuclear disarmament is never reached, a daily observes on Tuesday as parties to the NPT are meeting in New York for the 7th review conference.
