Luxembourg, 21 October - Environment Minister Karl Erjavec, who is attending a meeting of his EU counterparts in Luxembourg on Tuesday and Wednesday, regrets that EU finance ministers on Tuesday failed to reach agreement on a system of providing financial assistance to developing countries in fighting climate change.
