Ljubljana, 31 October - Slovenia' proportional-representation election system enables a proportionate distribution of parliamentary seats, including to smaller parties. However, ruling coalitions that need to be formed after the election often prove unstable, which may lead to snap election, as was the case with the incumbent coalition.
