Croatian Daily: Rice's Absence Dampens Chances for Final Declaration

Zagreb, 5 December - The fact that US Secretary of State Condoleezza Rice has sent her deputy, Nicolas Burns, to the OSCE ministerial in Ljubljana decreases the chances of a final OSCE ministerial declaration being adopted, according to a Croatian daily.
