OSCE Ministerial Wrapping up, Fate of Final Declaration Uncertain

Ljubljana, 6 December - The OSCE ministerial council will draw to a close on Tuesday with the adoption of the final documents. The adoption of the ministerial declaration hangs in the balance though, as the participating states have so far been unable to agree on the inclusion of the Istanbul commitments on Russia's troop withdrawal from Moldova and Georgia.
