Nice, 13 September - EU finance ministers failed to find common ground Saturday on lower VAT rates for labour-intensive services. "The debate did not bring any specific conclusions. The EU remains as divided as it has always been," Slovenian Finance Ministry State Secretary Ziga Lavric told STA.
