Ljubljana, 4 August - Environmental NGO Greenslo responded to the news that Slovenia will need to buy EUR 80m worth of emission coupons for exceeding its Kyoto obligations by 1m kilotonnes of emissions by saying that those responsible for excess emissions should carry the costs.
