Rupel proposes EU troika in wake of Catalonia referendum

Barcelona/Ljubljana, 2 October - Dimitrij Rupel, Slovenia's long-serving foreign minister who led a group of international observers in Sunday's independence referendum in Catalonia, has called for a more decisive response by the EU to the police violence marring the vote. He suggested forming an EU troika to intervene between Barcelona and Madrid.
